A workshop organised by UNIC and Lineapelle in February laid out exactly what tanners and traders need to understand about the revised legal framework and the practical tools now available to manage compliance.

The regulatory backbone is Regulation (EU) No. 2650/2025, published on 19 December, which amends the original anti-deforestation regulation, Regulation (EU) No. 1115/2023. The most consequential change for timing is the postponement of the application date to somewhere between late December 2026 and mid-2027. That extension gives operators more breathing room to prepare — but it does not remove leather from the list of covered commodities.

Despite months of lively debate among EU authorities and industry, bovine hides and skins remain subject to EUDR requirements. What has changed is the compliance machinery around them. The recent amendments alter general procedures in ways that will ripple through hide and skin supply chains, making it essential for operators to revisit their due-diligence and documentation setup rather than assume the old playbook still applies.

The Lineapelle workshop, held at Rho Fiera Milano, was structured to close that knowledge gap. L. Boltri, Deputy Director of UNIC — the Italian Tanners Association — opened with welcome and introduction. G. Gonzalez Quijano, Secretary General of Cotance, provided an update on the EUDR policy framework and possible developments. G. P. Geminiani, legal consultant at UNIC, walked through the implementation procedures, and G. Martin from UNIC’s economic department presented the supporting IT platform built for the bovine hides and skins supply chain: HIDES ECO TRACK.

That platform is the practical headline. Recognising that compliance is only as good as the tools operators actually use, UNIC and Lineapelle developed HIDES ECO TRACK to support EUDR management specifically for bovine hide and skin businesses. For small and mid-sized tanners especially, a purpose-built system reduces the burden of traceability evidence and helps standardise how data is collected and shared up the chain.

The message for the leather sector is clear: the delay is an opportunity to get ready, not a reason to wait. With application now landing in the late-2026-to-mid-2027 window, operators who invest now in traceability, supplier mapping, and geo-referenced evidence will be far better positioned than those who treat the extension as a reprieve. Bovine leather’s continued inclusion means the documentation discipline is non-negotiable — and the tools to meet it are finally maturing.

For brands sourcing leather into the EU, the workshop’s content underscores a procurement reality: supplier readiness will become a selection criterion. Tanners able to demonstrate EUDR-compliant hides via platforms like HIDES ECO TRACK will hold a competitive edge as the deadline approaches.

Source: Lineapelle (lineapelle-fair.it), January 29, 2026.

The EUDR delay buys tanners time, but bovine leather stays in scope.
