Under Inmetro Ordinance No. 459\/2025, comprehensive mandatory labelling rules will take effect on 1 January 2027 \u2014 and companies have less than four months left to bring every pair they place on the Brazilian market into full compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The original deadline was 31 July 2026, but regulators granted a five-month reprieve after the industry flagged the operational lift involved in re-tagging entire catalogues. That grace period is now closing. Distributors and retailers enjoy a slightly longer transition: for them, the requirements become compulsory only on 31 December 2027, giving the downstream chain an extra year to align.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What the new rules actually demand<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">At its core, the regulation requires compliance with the Brazilian standard ABNT-NBR 16679:2018 and applies to <em>all<\/em> footwear sold in Brazil, whether produced domestically or imported. Every product must now carry a clear set of mandatory identification and product information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The headline requirement is a unique, internationally recognised product identifier \u2014 the Global Trade Item Number (GTIN), developed by the global standards body GS1. Beyond the GTIN, labels must state the brand or responsible company, the country of origin, the Brazilian footwear size, and the predominant materials used across the shoe&#8217;s different components. Critically, the brand or company identification, country of origin and size must be <em>permanently marked<\/em> on the footwear itself \u2014 not just on a hangtag that can be discarded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GTIN system is the same machine-readable logic that powers traceability in retail, logistics and e-commerce worldwide. By embedding it in footwear, Brazil is signalling that shoes should be tracked like any other consumer good, from factory floor to point of sale.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why it matters beyond compliance<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The official framing is twofold: enhance consumer information and strengthen product traceability, while handing authorities a sharper instrument against counterfeiting and the illegal trade in footwear. That second point is not abstract. According to Abical\u00e7ados, the Brazilian footwear industry association, the country lost an estimated 15.8 billion reais to the illegal market in 2025 alone. Mandatory, permanent identification makes it far harder for uncertified and smuggled product to masquerade as legitimate Goods on shelves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For brands, the change is both a burden and an opportunity. The burden is real: relabelling, supplier coordination, and systems upgrades to issue and manage GTINs. The opportunity is a cleaner market in which compliant players are less undercut by counterfeit volume, and in which Brazilian-made footwear can be more credibly promoted on provenance and quality.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A practical posture for the industry<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">With the clock ticking, the smart move is not to wait for the final quarter. Leading Brazilian and foreign brands selling into the market are already auditing their SKUs, confirming GTIN coverage, and locking material declarations with suppliers so the &#8220;predominant materials&#8221; field is defensible. Importers in particular should treat the permanent-marking rule as a design change, not a sticker change \u2014 it touches moulds, stamps and production lines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brazil&#8217;s push fits a broader global pattern in which footwear is pulled into the same traceability and sustainability expectations already reshaping apparel and leather goods. Whether or not the EU-style documentation arrives later, the labelling foundation laid now will make any future requirement easier to meet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For an industry that prides itself on craft and origin, a permanent, scannable identity is less a bureaucratic tax than a quiet competitive advantage.
