Spain’s footwear and components sector has heard promises before. This time, the language sounds different. Following a high-profile visit by the Minister of Industry and Tourism, Jordi Hereu, to the heartland towns of Elche and Elda, both the Spanish Federation of Footwear Industries (FICE) and the Spanish Association of Footwear Component Companies (AEC) have welcomed a formal commitment from the ministry to develop a dedicated action plan for the industry.<\/p>\n\n\n\n
The announcement caps a sequence of engagement that began with a May meeting between FICE, AEC, and the ministry in Madrid, followed by Hereu’s on-the-ground visit to Elche and Elda on September 16\u201317. Crucially, the minister did not just tour photo-ready showrooms; he visited companies across the footwear and components sectors and the technology and innovation centre INESCOP, where he reviewed industrial processes, technology, and R&D activities firsthand.<\/p>\n\n\n\n
That matters. Spain’s footwear cluster is not a monolith \u2014 it spans finished footwear, components, materials, tanning, textiles, lasts, soles, heels, and the machinery that ties it together. Any plan that ignores one link weakens the whole chain, and Hereu’s itinerary signalled at least an awareness of that complexity.<\/p>\n\n\n\n
During the INESCOP meeting, participants outlined the priorities the forthcoming plan must address: industrial modernisation, productive investment, innovation, digitalisation, artificial intelligence, training, financing, internationalisation, and generational renewal. It is a comprehensive wish list, and FICE and AEC were quick to frame it correctly \u2014 the sector, they said, must now “move from diagnosis to action.”<\/p>\n\n\n\n
The two organisations called for a concrete roadmap spanning the entire footwear value chain, one that preserves manufacturing capacity, boosts production, and sharpens the competitiveness of Spanish companies. They are not asking for sympathy; they are asking for a strategy.<\/p>\n\n\n\n
To keep momentum, FICE and AEC are organising a working meeting with the Ministry’s Directorate-General for Industrial Strategy and SMEs and the Commissioner for Reindustrialisation. The agenda is deliberately practical: set priorities, plan initial projects, and establish a timetable. Both groups expect to review early progress at the FUTURMODA trade fair on October 14\u201315.<\/p>\n\n\n\n
That deadline is the real test. The Spanish footwear industry has endured years of cost pressure, Asian competition, and sluggish domestic demand. A plan announced in October and measured against a mid-month trade fair creates a natural checkpoint \u2014 one the industry will be watching closely.<\/p>\n\n\n\n
Spain remains one of Europe’s largest footwear producers, and its ability to modernise rather than retreat is a bellwether for the continent’s manufacturing ambition. If Madrid pairs financing and training with genuine digital and AI adoption, it could model a renaissance for mid-tier European manufacturing. If the plan stalls in committee, it becomes another document the industry files and forgets.<\/p>\n\n\n\n
For now, the tone is hopeful but conditional. The industry has been clear: it wants a roadmap, not a ribbon-cutting. The next few weeks will show whether Spain’s footwear sector finally gets the former.<\/p>\n\n\n\n
