Rather than wait for bio-based materials to become cheap enough, the Portuguese Footwear, Components and Leather Goods Manufacturers’ Association (APICCAPS) has joined the Bio-based Europe Alliance — a European Commission initiative designed to accelerate the adoption of bio-based materials, products and technologies across the European economy — and in doing so has planted the industry’s flag inside the room where purchasing rules get written.

APICCAPS was formally accepted as an observer of the alliance during the Global Bioeconomy Summit in Dublin on 21 October. The timing matters more than the ceremony suggests.

The number that actually matters

Buried in the Commission’s framing of the alliance is a target that should interest every footwear component supplier: to mobilise companies committed to collectively procuring €10 billion worth of bio-based materials, products and applications by 2030.

That is not a research grant. It is a demand signal. Ten billion euros of aggregated purchasing intent is the mechanism by which a niche material becomes a commodity — because suppliers can finally justify capital investment when they can see order books rather than pilot projects.

For an industry that has spent a decade running bio-based pilots through programmes like BioShoes4All, this is the missing piece. Portugal has not been short of laboratory ambition. Over the past three years the Portuguese footwear industry has invested more than €100 million in sustainability, automation, robotics and innovation, and BioShoes4All has pulled companies and research organisations together to develop bio-based materials, recover industrial waste and push circular production. What it — and the rest of Europe — has lacked is volume.

Observers can still shape the terms

The role APICCAPS has taken is an observer seat, and it would be easy to dismiss that as symbolic. It is not. As an observer, the association will be able to contribute to discussions on the initiative’s governance model, procurement guidelines and operational conditions, with the stated aim of ensuring the solutions developed actually address the industry’s specific requirements.

That last clause is the whole game. Procurement guidelines decide which material specifications qualify, how bio-based content is verified, what documentation a supplier must produce, and how price is compared against performance. Industries that sit outside those negotiations inherit specifications written by someone else’s priorities — usually chemicals, packaging or construction, all of which have very different tolerances from footwear, where flexibility, abrasion resistance, moisture management and — critically for leather — hand feel are non-negotiable.

APICCAPS President Luís Onofre framed the membership plainly, saying it strengthens the position of the national footwear industry in the transition to a more sustainable economy. He went further in the association’s own commentary: sustainability is no longer just an environmental issue, it has become a vital part of a company’s ability to compete in the market. Portugal, he argued, has made significant investments in recent years and now intends to actively contribute to developing a new generation of materials, products and production processes.

The honest caveat

There is a genuine risk in all of this, and the association itself points at it. APICCAPS considers it essential that Europe is able to turn research and innovation into concrete market opportunities. New bio-based materials must come with competitive supply chains, actual industrial demand, and the conditions that let companies fold these solutions into real production processes.

Translated: Europe is good at funding pilots and poor at scaling them. If the alliance produces a €10 billion procurement pledge but no supplier can deliver consistent volumes at footwear-grade quality, the pledge becomes a press release with a deadline attached.

Why leather should care

The leather sector has a particular stake in how this plays out, and it is not purely defensive. Bio-based does not automatically mean leather-free. Much of the innovation in this space concerns bio-based chemicals for tanning, bio-derived finishes, plant-based fatliquors and alternatives to fossil-derived synthetics in coatings — areas where tanneries can be participants rather than casualties.

But the framing will decide the outcome. If “bio-based” is defined in a way that treats animal hides as a legacy input and rewards only novel feedstocks, tanners get locked out of the €10 billion conversation. If it is defined by verified renewable carbon content and end-of-life performance, well-run tanneries — which already process a by-product stream and hold significant renewable carbon — are strongly placed.

That is precisely why an observer seat matters. Portugal has secured one for footwear. The tanning sector across Europe, Italy’s districts above all, should be asking who is representing its material specifications in the same discussions.

The stated ambition is to establish Portugal as a global leader in sustainable footwear. A more useful ambition would be to make bio-based materials boring — specified, priced, stocked and delivered on time. Ten billion euros of collective procurement is the first realistic route to that, and it is happening with or without the leather industry in the room.

Source: World Footwear (worldfootwear.com)

APICCAPS joins the EU Bio-based Europe Alliance as an observer, aiming to shape procurement rules behind a EUR 10 billion bio-based materials target by 2030.

[4
78,1833,1798,76,462,8,74,97
post-3145","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-industry-news","tag-apiccaps","tag-bio-based-europe-alliance","tag-bio-based-materials","tag-bioshoes4all","tag-european-commission","tag-leather-sustainability","tag-portugal-footwear","tag-sustainable-footwear
["GET
