Notice What Else It’s Building.

Central Asia does not often appear in leather trade conversations, which is precisely why a construction site in northern Kyrgyzstan deserves a closer look. The country is building a tannery with capacity to process up to 1,000 hides per day in the Chuy region, according to the Cabinet of Ministers, with the Asyl Teri facility expected to create at least 60 jobs.

The plant is going up in the Chuy Agro Industrial Zone in the Ysyk Ata district of northern Kyrgyzstan. On 15 October, Bakyt Torobaev — Special Representative of the President of the Kyrgyz Republic for Special Assignments — inspected construction progress at the site.

The detail that separates this from a press release

Most tannery announcements emphasise capacity and jobs. This one also mentions wastewater treatment systems, and that single clause tells you more about the project’s seriousness than the headline figure.

A 1,000-hide-per-day plant is a mid-sized operation by global standards — roughly comparable to a well-run district tannery in India or a small Italian contract plant. But it is a substantial jump for a country whose tanning base has been oriented toward small-scale, semi-processed output. Processing 1,000 hides daily generates a very large effluent load: sulphide-bearing soak and unhairing floats, high-BOD liming waste, chrome-bearing tanning floats, plus significant suspended solids and salinity.

Without a treatment system designed for that load, a plant of this size becomes environmentally and politically unviable within months, and export buyers will not touch its output. The explicit inclusion of wastewater treatment indicates the project is being designed against modern compliance expectations rather than built first and retrofitted later — the pattern that has hobbled tannery development across South Asia and West Africa.

What the project claims to do

According to the government, the project aims to increase production of value-added leather products and expand Kyrgyzstan’s export potential. The facility is also intended to support hide processing across all regions of the country rather than limiting operations to a single area.

That second ambition is the more strategically interesting one. Kyrgyzstan has a substantial livestock sector — sheep, cattle, goats and horses — and hides and skins are generated widely across the country, much of it in smallholder systems. A single tannery in Chuy cannot collect from all of that geography economically unless there is a network of collection points, curing capacity and refrigerated or salted transport.

If Asyl Teri functions as a processing anchor with satellite collection, Kyrgyzstan could capture value currently lost to spoilage, informal cross-border trade and low-grade export. If it operates as an isolated plant buying whatever arrives, utilisation will disappoint and the 60 jobs will be the ceiling rather than the floor.

The questions the announcement did not answer

Torobaev instructed officials responsible for the project to ensure construction is completed on time and meets required quality standards. Beyond that, the announcement specified nothing about the expected completion date, the investment, or who the investor is.

Those omissions matter. Tannery projects in emerging markets most often fail on three fronts: capital structure (the plant is underfunded at commissioning and cannot buy hides at competitive prices), technical partnership (no experienced tannery operator to run drum processes and finishing), and market access (no committed buyers, so output is sold at commodity prices into whichever broker turns up).

For Kyrgyzstan specifically there is a fourth: export logistics. The country is landlocked, and its leather would move by road or rail through Kazakhstan or via the China border. Freight cost and transit time affect the competitiveness of wet-blue — which is heavy and water-rich — far more than finished leather. A plant selling wet-blue to distant buyers will struggle; a plant producing finished leather for regional footwear and leather goods manufacturers in Kazakhstan, Uzbekistan and Russia has a better case.

Regional context

This project sits inside a wider Central Asian push. Uzbekistan has been actively supporting leather and footwear through presidential financial packages and industrial zones in Andijan. Kazakhstan has its own leather processing ambitions tied to livestock expansion. Kyrgyzstan’s move fits a pattern in which livestock-rich states attempt to climb from raw hide export to processed leather, driven by the same arithmetic every producing country eventually confronts: a raw hide sells for a fraction of the finished leather it becomes.

The 1,000-hide capacity is modest. Sixty jobs is modest. But the design decisions — wastewater treatment, nationwide hide collection, value-added focus — suggest a project conceived with the right questions in mind.

The missing information is who is paying for it and who will run it. Until those two facts are public, the safest assessment is that Kyrgyzstan has started building something sensible, and has not yet told anyone whether it can be finished or sold.

Source: Leather News (leathernews.org)

Kyrgyzstan is building the Asyl Teri tannery in Chuy to process 1,000 hides a day with wastewater treatment, but its investor and operator stay undisclosed.

[4
1866,344,1867,966,1865,777,716,1868
post-3158","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-industry-news","tag-asyl-teri","tag-central-asia-leather","tag-chuy-region","tag-hides-and-skins","tag-kyrgyzstan-leather","tag-leather-processing","tag-tannery","tag-wastewater-treatment
["GET
