Behind the ribbon-cutting sits a hard commercial truth: without environmental compliance, Pakistan’s leather exports were living on borrowed time.

The project was jointly supported by the Global Environment Facility (GEF), the United Nations Industrial Development Organization (UNIDO), the Export Development Fund (EDF-GoP) and the Punjab Environment Protection Department. Speaking at the inauguration, Defence Minister Khawaja Muhammad Asif was direct about the stakes: environmental compliance has become essential for global trade, and the CETP will help Sialkot’s leather industry address compliance issues, protect Pakistan’s GSP+ status and achieve Leather Working Group (LWG) certification.

Why GSP+ and LWG Are the Whole Game

For readers outside the trade, those two acronyms carry enormous weight. GSP+ — the EU’s special incentive arrangement for sustainable development and good governance — grants Pakistani exports tariff-free access to the European market. Losing it would instantly reprice Pakistani leather goods against tariffed competitors. Meanwhile, LWG certification has become the de facto entry ticket for tanneries supplying global footwear and fashion brands. A tannery discharging untreated effluent cannot hope to pass audit; a tannery connected to a proper CETP can.

According to the Sialkot Tannery Association, the facility includes pre-treatment along with primary, secondary and sludge treatment processes, designed to comply with both National Environment Quality Standards and international requirements. The project also showcased a segregated drainage system separating storm water, beam house and post-tanning effluents, alongside a 21 MW grid station — with progress reported on a Chrome Recovery Plant and an Engineered Landfill Site for solid waste management.

The Export Arithmetic

Ahmed Zulfiqar, CEO of the tannery association, made the business case in unambiguous terms: “Unlike conventional treatment facilities, this plant represents a complete technological solution that can increase leather exports by 18-23% in the short term, with the potential to double in the long run.”

That claim is less fanciful than it sounds. Sialkot’s tanneries have historically been scattered through the city, discharging into watercourses that made international headlines for all the wrong reasons. The Sialkot Tannery Zone concept aims to relocate 250 tanneries from the city centre into a dedicated industrial zone — concentrating production where treatment infrastructure actually works. Buyers auditing the zone will find, for the first time, an answer to the question that has stalled countless sourcing decisions.

Ivan Kral, UNIDO’s Project Manager, struck a confident note: “I am confident that the Sialkot Tannery Zone will serve the industry sustainably for many years to come,” adding that the project focuses on infrastructure development and policy strengthening. UNIDO also used the occasion to launch its Guidelines for Assessment of Leather Environmental Footprint, aligning the local milestone with international transparency standards.

The Human Dividend

The project’s expected benefits extend beyond chemistry: strengthened climate resilience for the local community and 25-30% more jobs, including positions reserved for women. In a region where leather work has long been male-dominated, that commitment may prove as transformative as the treatment tanks themselves.

There is also a competitive dimension to the timing. India’s tanning clusters have spent the past two years courting exactly the brands that Sialkot hopes to win over, and Vietnam’s footwear machine continues to expand. Infrastructure of this quality is how a sourcing destination changes the conversation from “risk mitigation” to “preferred supplier.” Sialkot’s exporters have never lacked craft or hustle — what they have lacked is the environmental plumbing that modern buyers require. With the CETP finally running, the excuse is gone. The order book that follows is now up to the tanneries.

Source: Leather News / UNIDO

Pakistan opened its first fully integrated CETP at the Sialkot Tannery Zone, backed by GEF and UNIDO, to protect GSP+ status and lift leather exports 18-23%.

[4
2001,1839,2002,48,486,87,2000,1074
post-3210","post","type-post","status-publish","format-standard","hentry","category-industry-news","tag-cetp","tag-effluent-treatment","tag-gsp","tag-leather-exports","tag-lwg-certification","tag-pakistan-leather","tag-sialkot-tannery-zone","tag-unido
["GET
