Bangladesh’s Tannery Relocation: Solving One Pollution Crisis by Creating Another
The relocation of Bangladesh’s leather industry from Hazaribagh to the Savar Tannery Industrial Estate was supposed to be a landmark environmental achievement. Dhaka’s most notorious pollution zone would be cleaned up, and the tanneries would operate in a purpose-built industrial estate with proper effluent treatment. That was the promise. The reality, according to an official impact evaluation by Bangladesh’s Implementation Monitoring and Evaluation Division (IMED), is more complicated — and more troubling.
What the Relocation Achieved
The move from Hazaribagh — once ranked among the world’s most polluted places — did reduce pollution in Dhaka. Residents of the capital experienced measurable improvement in air and water quality in the former tannery district. That gain is real and should be acknowledged. After decades of untreated tannery effluent flowing directly into the Buriganga River, any reduction represents progress.
What It Created
But the IMED evaluation reveals that the environmental burden has not been eliminated — it has been geographically displaced. The Savar estate’s Central Effluent Treatment Plant (CETP), the infrastructure cornerstone of the entire relocation project, has failed to perform to specification. Tannery wastewater exceeding the CETP’s treatment capacity is discharged into the Dhaleshwari River, creating a new pollution crisis in a region that previously bore no such burden.
This is not a minor shortfall. It represents a fundamental failure of the relocation’s environmental premise. The project was designed around the assumption that concentrated industrial activity in a managed estate with proper treatment infrastructure would solve the pollution problem. Instead, it has moved the problem to a new location and, in some respects, amplified it — because the Dhaleshwari River ecosystem was not previously adapted to absorbing industrial effluent.
The CETP Problem
The Central Effluent Treatment Plant at Savar has been plagued by operational issues since the tanneries began relocating. Capacity shortfalls, maintenance failures and inconsistent performance have been documented repeatedly. The IMED evaluation confirms what industry observers have noted for years: the CETP was undersized for the volume of tannery wastewater it receives, and its operational reliability has been insufficient to prevent environmental discharge.
This is an infrastructure failure, but it is also a governance failure. The CETP’s inadequacy was foreseeable — the number of relocated tanneries and their production volumes were known parameters. Yet the plant was designed and built without adequate capacity margins, and subsequent efforts to upgrade it have been slow and inconsistently funded.
The Broader Lesson
Bangladesh’s experience illustrates a pattern that applies far beyond its borders. Industrial relocation — moving polluting activity from populated areas to designated industrial zones — is a widely adopted environmental strategy. But the strategy only works if the receiving zone’s environmental infrastructure is genuinely capable of managing the transferred pollution load.
Too often, relocation projects are designed to satisfy political imperatives — cleaning up visible pollution in urban centres — without ensuring that the industrial estate infrastructure delivers equivalent environmental performance. The result is geographic displacement rather than genuine remediation.
What Needs to Happen
The IMED evaluation should serve as a catalyst for action, not merely a documentation of failure. Several steps are essential:
First, the CETP must be upgraded to handle actual tannery wastewater volumes, not theoretical projections that have proven inadequate. This requires capital investment and technical expertise — both of which Bangladesh’s leather sector needs external support to secure.
Second, ongoing monitoring of the Dhaleshwari River’s water quality must be institutionalised, with transparent data publication and accountability mechanisms that connect CETP performance to environmental outcomes.
Third, the governance model for the CETP needs reform. Currently, operational responsibility is fragmented between multiple agencies with unclear accountability. A single, technically competent operator with enforceable performance standards would improve both reliability and transparency.
A Warning for Other Countries
Countries across South Asia, Africa and Latin America are pursuing similar industrial relocation strategies for their leather sectors. Bangladesh’s experience is a cautionary tale: relocation without adequate environmental infrastructure does not solve pollution — it relocates it. The Dhaleshwari River is now bearing a burden that the Buriganga carried for decades, and the underlying treatment failure remains unaddressed.
The leather industry’s environmental credibility depends not on moving pollution out of sight, but on eliminating it at source. Bangladesh has made a start; it now needs to finish the job properly.
