In a speech that blended ambition with provocation, Union Commerce and Industry Minister Piyush Goyal has challenged India’s leather and footwear industry to triple its export value to $15 billion within the next five to six years. Addressing the Council for Leather Exports (CLE) National Export Excellence Awards 2024-25 in New Delhi on July 6, Goyal framed the target not as aspirational but as achievable — if the industry is willing to think differently.

A Threefold Ambition

India’s leather and footwear sector currently exports goods worth approximately $4-4.5 billion annually. Goyal’s call to triple that figure represents one of the most ambitious targets ever set for the industry by a sitting commerce minister. His language was deliberately challenging: “If I was in your shoes, or in your leather shoes, if I may say so, I would not aspire for anything less than a 3x outcome in the next 5 to 6 years.”

The target is not pulled from thin air. India has been methodically building the trade infrastructure needed to support such growth. Recent Free Trade Agreements have opened doors to 38 developed country markets, creating fresh channels for leather and footwear exports that did not previously exist at this scale. The government’s Export Promotion Mission is positioned to provide comprehensive support — from organizing overseas business delegations to facilitating participation in international exhibitions.

Beyond Footwear: The Full Spectrum

A key theme of Goyal’s address was the breadth of leather’s applications. He emphasized that leather extends far beyond footwear, encompassing bags, wallets, horse saddles, jackets, clothing, and apparel. “Very few industries have such a wide range of applications,” he noted, urging exporters to think beyond their traditional product categories and explore the full commercial potential of leather.

This is a critical insight. India’s leather industry has historically been concentrated in footwear and finished leather, with relatively underdeveloped segments in high-value categories like luxury leather goods and specialized applications. Diversifying into these areas could significantly increase the per-unit value of exports, making the $15 billion target more attainable than a simple volume-based projection might suggest.

The FTA Advantage

The recent FTAs are central to Goyal’s vision. By reducing tariffs and trade barriers with 38 developed economies, these agreements create a structural advantage that Indian exporters have never previously enjoyed at this scale. The minister urged the industry to prepare itself to make maximum use of these agreements, emphasizing that the window of competitive advantage may not remain open indefinitely.

He also suggested practical steps: organizing monthly exhibitions in developed countries, exploring overseas warehouse facilities similar to Bharat Mart in Dubai, and hiring warehouses in key markets to support just-in-time deliveries. These infrastructure investments, he assured, would receive government backing.

The Reality Check

While the ambition is laudable, the path to $15 billion is fraught with challenges. India’s leather industry is predominantly composed of micro, small, and medium enterprises, many of which struggle with scale, technology adoption, and quality consistency. The Kanpur tannery pollution crisis — with 25 units recently cited for chromium violations — illustrates the environmental compliance challenges that could undermine market access in increasingly sustainability-conscious Western markets.

Furthermore, global competition is intensifying. Vietnam, Bangladesh, and Ethiopia are all aggressively expanding their leather industries, often with lower labor costs and, in some cases, more proactive government support. India’s differentiation will need to come from quality, design, sustainability, and branding — exactly the areas Goyal identified in his address.

A 7,000-Year Legacy

Goyal was careful to frame the export target within the context of India’s deep historical connection to leather. He noted that leather-making is a 7,000-year-old tradition in India, with evidence dating back to the Indus Valley Civilization. By connecting the industry’s future ambition to its ancient heritage, he sought to instill a sense of pride and purpose that goes beyond mere commercial calculation.

He quoted Prime Minister Narendra Modi: “We can become a global champion in leather and footwear exports by leveraging research and development and our traditional craftsmanship with modern technology.” This synthesis of tradition and innovation is emerging as the defining narrative of India’s industrial strategy across multiple sectors.

The Verdict

Can India’s leather industry reach $15 billion in exports? The honest answer is that it depends. The trade agreements, government support mechanisms, and market access opportunities are in place. The craftsmanship and manufacturing base exist. What remains to be seen is whether the industry can overcome its structural fragmentation, invest in technology and sustainability, and execute with the precision and ambition that the target demands.

Goyal’s challenge has been issued. The industry’s response will determine whether this becomes a defining moment or just another missed opportunity.
