European footwear has spent a decade talking about sustainability. With the launch of Ecostep, it now has a dedicated, industry-led platform to actually do something about it. Announced in late June 2026, the new initiative brings together brands, suppliers, and industry associations from across the continent to coordinate the transition to circular materials, verified traceability, and lower-carbon manufacturing.

It is, in many ways, the initiative the European footwear industry should have launched five years ago. Its timing, however, is not accidental. The regulatory pressure bearing down on the sector — from the EUDR to the Ecodesign for Sustainable Products Regulation — has finally made collective action less optional.

What Ecostep actually is

Ecostep is positioned as a multi-stakeholder platform rather than a trade association. Its founding cohort includes footwear manufacturers, materials suppliers, chemical companies, and a small number of brand signatories. It is supported by sectoral associations from Spain, Italy, Portugal, and France, and it has secured initial co-funding from an EU industrial decarbonisation programme.

The platform has three working pillars. The first is circular materials, focused on increasing the share of recycled, bio-based, and renewable content in footwear components without compromising performance. The second is traceability, building on the sector’s existing work on digital product passports to create a shared infrastructure for material origin and processing data. The third is decarbonisation, with a particular focus on the most energy-intensive steps in footwear production: sole manufacturing, leather processing, and component assembly.

Why this matters now

European footwear has been losing volume for years. Output in several producing countries has fallen by double-digit percentages since 2019, while imports from Asia continue to grow. The sector’s response to that pressure has been fragmented: some companies have invested heavily in sustainability as a competitive differentiator, while others have been unable or unwilling to make the same commitment.

Ecostep is, in effect, an attempt to raise the floor. By creating shared infrastructure for traceability and a common language for sustainability claims, the platform aims to make it harder for low-effort competitors to undercut the leaders.

It is also an attempt to get ahead of regulators. The European Commission has been signalling for some time that footwear, like textiles, will be subject to a sectoral sustainability strategy under the ESPR framework. An industry-led platform that is already producing credible data and pilot projects is in a much stronger position than one that scrambles to respond once rules are finalised.

The challenge of coordination

The hard part is not the launch. It is what comes after. Ecostep will need to navigate competing interests among its members, manage the tension between premium positioning and mass-market scale, and deliver measurable progress without slowing down any of its participants.

Past European industry initiatives in adjacent sectors — from textiles to electronics — have a mixed track record. The ones that worked tended to have a small number of large, committed players willing to underwrite the early costs. The ones that failed tended to spread too thin, too fast, and ended up with consensus documents that changed nothing.

Ecostep’s founders appear to have learned from that history. The initial cohort is deliberately focused, the workplan is staged, and the deliverables for the first 18 months are concrete rather than aspirational. That is a sensible structure for an industry that has been burned by vague commitments before.

What to watch

Three things will indicate whether Ecostep is a real turning point. First, the quality of the first batch of digital product passports, which will demonstrate whether the traceability infrastructure is technically credible. Second, the willingness of mid-sized brands to join, because that is where the sector’s real volume sits. Third, the integration of Ecostep with existing national sustainability schemes, particularly the Spanish and Portuguese footwear initiatives, which already have substantial industry buy-in.

If those three indicators go well, Ecostep has a real chance of becoming the operational backbone of European footwear’s sustainability transition. If they do not, the platform risks joining the long list of well-intentioned European industry initiatives that produced more reports than results.

The takeaway

European footwear does not need more sustainability declarations. It needs shared infrastructure, credible data, and a coordination mechanism that lets companies compete on execution rather than rhetoric. Ecostep, at launch, looks like a credible attempt to provide exactly that.

The next 18 months will tell whether the platform can convert momentum into measurable change. For an industry that has spent too long talking about sustainability and not long enough doing it, that is a worthwhile bet.
